Customs agreement between the Districts of Trieste and Shanghai to facilitate port practices

TRIESTE – Facilitating customs practices in Italian and Chinese ports. With this goal, an agreement was signed yesterday in Rome between the Director of the Customs and Monopoly Agency, Benedetto Mineo, and the Deputy Minister of Customs of the People's Republic of China, Wang Lingjun. The meeting was also attended by the Minister of Economy and Finance, Giovanni Tria.

The document provides for cooperation between the customs offices in Venice, Trieste and Ravenna with the Shanghai Customs District, China's first customs district for volumes of customs operations and the world's first port by containerized traffic volume. «This is an important agreement that will facilitate customs procedures in Italian and Chinese ports» said Minister Tria. The direct collaboration among operational offices will be of service to exchange professional experience, with the aim of making it more effective to battle customs violations that have taken on particular importance in the past. The agreement also provides for the implementation of measures in line with the agreements for the recognition of their respective EU and China facilitation programmes, granted to authorised economic operators (AEO). The AEO facilities include reducing controls for reliable economic operators.
The possibility of exchanging information on customs issues encountered by national economic operators in the country of destination of the freight was also introduced into the agreement. Finally, joint operations aimed at battling specific illicit phenomena and the exchange of information on specific shipments subject to risk assessments are planned.
